The initiative aims at the modernization and improving of the drinking water supply and distribution systems of the urban area of Tirana. The Albanian Ministry of Transport and Infrastructures (MTI) is responsible of the Program in collaboration the Italian Development Cooperation in Albania. The program has three basic components aiming at meeting the different and contemporary needs: on the one hand the improvement of the distribution of drinking water to the population, on the other the constitution of the basis for a rational and sustainable management of water resources by the governmental authority in charge. The three components of the Program are: i) Realization of urgent interventions in the water network of Tirana, able to provide major improvements in the distribution service’s levels; ii) Technical assistance to the public utility’s management, able to transfer patterns, skills and organization models according to European standards; iii) Implementation of priority actions identified in the framework of the activities planned within the Component II. The first two components were completed between 2009 and 2010. The initiative has available worth about 10.3 M Euros savings, attributable to Component III, whose reactivation has been agreed under the 2014-2016 Development Cooperation Protocol. As a result, the DGCS has authorized the field mission of an Italian expert in water systems, in order to check the status of the program and assist the Albanian MTI in the identification and quantification of the priority actions to be financed by the residual funds, in line with the latest requirements and objectives of the original program. Main outcome

Unify the management of water and disposal of wastewater under a single entity according to entrepreneurial criteria of technical-economic-financial sustainability and strengthen the technical-managing capacities of the managing authority.

In 2010, three tenders for the rehabilitation of some of the Tirana water supply and sewage infrastructure were cancelled due to misprocurement.

The above mentioned tenders were not launched again. For these reasons, the program has available worth about 10.3 M Euros savings.

Actions taken

The Italian Development Cooperation Office undertook negotiations with the MTI on the reactivation of the residual funds, as agreed under the 2014-2016 Development Cooperation Protocol.
