Main outcome

To Contribute to the intensification of trade and tourism between Albania and Montenegro and, more generally, with the Balkans and the rest of Europe through the enhancement of the Shkoder-Hani Hotit and Lushnje-Fier roads according to European standards, with a consequential reduction of travel times and accident rates.

Beneficiaries

Direct beneficiaries: about 950.000 people (inhabitants of Shkoder, Lushnje, Fier and Vlora Regions). Indirect beneficiaries: about .3.000.000 people (Albanian population).

Shkoder- Hani i Hotit: in the road section within the urban area of Shkodra unmapped electrical wires of high, medium, low voltage were found. In other areas excavation works revealed archaeological remains.

These problems have led to repeated suspensions of work due to a limited cooperation of the electricity network’s managing companies in removing and relocating the cable ducts.

Actions taken

The Italian Embassy / Development Cooperation Office (UTL) in Tirana facilitated the dialogue among the concerned parties through the direct participation in several joint technical meetings and it sensitized the highest political levels in order to reach a shared solution.

The road layout originally selected for the Shkoder-Hani I Hotit Road implied the expropriation of areas with high residential concentration, including part of historic Muslim cemetery of Shkoder, which raised strong opposition of part of the Muslim community of Shkoder. The contract for the construction works for the Fier-Vlore road section was signed in 2012 but the works started only on May 2013, due to delays in the completion of the expropriation procedures by the Albanian institutions.

Shkoder- Hani i Hotit: After the start of activities, in December 2009, the project has undergone a suspension of more than a year and a half. Lushnje-Fier: Notevole ritardo nel completamento del predetto tratto stradale. Lushnje-Fier: Significant delay in the completion of that road section.

Actions taken

Shkoder- Hani i Hotit: The Embassy/Italian Development Cooperation Office (UTL) in Tirana promoted a series of negotiations between the parts that led to the drafting of a new design of the concerned road segment, in which the social impact has been minimized. The historic Muslim cemetery of Shkoder was not affected by the road construction and the number of demolished houses was drastically reduced (less than ten). Lushnje-Fier : the Italian Embassy /Development Cooperation Office (UTL) of Tirana promoted and facilitated several meetings among the Project stakeholders in order to speed up the process of expropriation, which was a responsibility of the Albanian institutions.
