Beneficiaries

Direct beneficiaries: administrators of the universities that will use the new management models and the new software; Albanian technicians able to manage the academic ICT network; staff of the Ministry of Education and Sport; staff of the Interuniversity Service Centre; researchers. Indirect beneficiaries: students and university professors.

At the inception the project included the involvement of the three major Albanian public universities, but in the implementation phase only the University of Agriculture of Tirana joined the Project, while the Polytechnic and the University of Tirana are still reluctant for data property and treatment reasons. At present also the Universities of Sports, Arts, Albanian Studies, the Faculty of Medicine of Tirana and the Universities of Shkodra, Korça and Gjirokastra have joined the Projct.

The expansion of the Project to a larger number of universities, some of which are located outside of Tirana, required a greater commitment of human and financial resources by the Interuniversity Services Centre and an extension of the needed time to start and adopt the information applications. Furthermore, the University of Tirana and the Polytechnic are members of the Board of the project but not active in the Project, while those Universities which have recently joined the Project are not represented in the Board. This aspect causes delays in the organization of the meetings and management problems and does not allow to the universities that actually use the information application to actively decide on the future development of the Project.

Actions taken

Since the University of Tirana and the Polytechnic did not join the project, other universities have been involved, bringing to eight the number of universities that use the services offered by the Interuniversity Service Centre. This update is positive, as it enhances the visibility and usefulness of the Centre and can help to attract new universities and to increase the support from the Ministry of Education and Sport. Possible actions to be undertaken regarding the composition of the Board still have to be decided.

There is a delay compared to the initial plans in terms of number of applications used by each university and its degree of use, which is still very differentiated. Main causes of the delay are the following: difficulty of the universities to provide the necessary human resources for the adoption of the applications; lack of cooperation of other national agencies in providing the necessary data; reluctance of the University of Tirana and the Polytechnic to join the project; limited involvement of the Ministry of Education and Sport.

The "Module Student Administration" is used by all universities, while the "Module Accounting and Project Management" and "Module for the Management of the Public Portals of the Universities and Faculties" have experimentally been activated only by the University of Agriculture. The "Module Catalog of the Research Products " has not been activated in any university, because, in the meantime, CINECA acquired and adopted a new application for this function. The application was supposed to be run at the Interuniversity Service Centre by September 2015, but currently it’s still not active.

Actions taken

In order to allow the adoption of the various applications by all the universities that have joined the project, the contract of CINECA has been further extended at no cost. Moreover, starting from January 2014 the staff of the Interuniversity Services Centre has been strengthened.
