The Memorandum of Understanding on the division of labor among donors in Albania, signed in May, 2010, recognizes to Italy the role of European Lead Donor in the development of private sector. In Albania the Italian leadership in this field supports the Albanian Ministry of Economy, Trade and Energy (META) to define strategies and develop the private sector, especially regarding small and medium enterprises (SMEs), following the EU recommendations. The Small and Medium Enterprises Development Program has three components: a Credit Line (€ 25 M), a Guarantee Fund (€ 2.5 M) and Technical Assistance (€ 1.7 M). The Italian Cooperation promotes Italian model and experience in the field of SMEs and encourages the interaction between the two countries at the level of institutions and individuals, to promote economic and social development in Albania, on the road towards European integration.
