The REMABAR Project - Phase II - aims to improving the connection between Kabul and Bamyan rehabilitating 83 km of road stretching from the Onay Pass to Bamyan city. The project is phase two of the rehabilitation of the 137 km road from Maidan Shar to Bamyan. The general objective of the project is: to reduce transportation costs within Afghanistan and towards neighboring countries by improving the road network, decreasing the state of isolation of particularly disadvantaged ethnic groups, and increasing the management capacities of the Ministry of Public Works of Afghanistan (MoPW). The project is composed by: (i) grant to the Government of Afghanistan focused on : (a) contract for engineering services and work supervision, (b) contract for works execution, (c) technical support to MoPW through a Project Management Unit; (ii) grant to UNOPS for the provision of technical assistance to the Ministry of Public Works of Afghanistan through a separate project, iii) bilateral funds for the project monitoring carried out through the Italian Development Cooperation Office in Kabul, through a separate project. The project is aligned to Afghan development priorities being part of the “National and Regional Resources Corridors Program” - NRRCP, National Priority Program .# 1 of the Infrastructure Development Cluster of the Afghan Government. read more close

Main outcome

To improve the road connection between Kabul and Bamyan in terms of time of travel, safeness and accessibility under any whether conditions through the rehabilitation of the 83 Km road connection from the Onay Pass to Bamyan, second part of the rehabilitation of the Maidan Shar -Bamyan road.

The tender for execution of works has been run for three times because the offers received in the first two rounds were not acceptable

Delay in the commencement of works

Actions taken

In order to reduce the delay in awarding the contract for execution of works, the second and third tender has been published and run straight after the previous tender was declared cancelled

The firm awarded with the supervision of works contract has encountered a number of difficulties in obtaining a full registration at the Afghan Investment Support Agency, necessary to operate in the country, due to a fiscal litigation with the Medium Tax Office of the Ministry of Finance of Afghanistan.

Risk of an inadequate monitoring of the works with relative impact on the road construction quality due to a non-continuative execution of the supervision.

Actions taken

The works supervision has been temporary performed by the MoPW with the support and certification services of UNOPS, hence guaranteeing a proper monitoring of the construction activities
