PEGASE is the European mechanism launched on 1st February 2008 by the European Commission to help build a Palestinian State. PEGASE is fully aligned with the Palestinian Reform and Development Plan (PRDP 2008-2010) and the subsequent Palestinian National Development Plan (PNDP 2011-2013). The mechanism aims to shift from emergency assistance to a sustainable Palestinian development process through support in four key sectors: governance, social development, economic and private sector development, and public infrastructure development. The contribution is addressed to the PEGASE programs of direct support to recurrent costs of the Palestinian Authority, particularly to the social expenditures (aid to Vulnerable Palestinian Families). The other components of the PEGASE mechanism are: payment of salaries and pensions, provision of essential public services, net lending and refund of arrears towards the private sector. Main outcome

The Government of Italy is making available, through the European Union's PEGASE mechanism, a contribution of € 1 million to the Palestinian Authority for the payment of the salaries and pensions in order to support civil servants and pensioners in the West Bank and Gaza. Such contribution will assure the payment of the salaries and pensions of more than 75.000 civil servants. The regular contribution to the funding of the wages expenditure for civil servants reinforces the PA’s public finance management and public finance reform implementation. At the same time, it allows the administration to function and thereby to provide essential public services to the Palestinians in the West Bank and Gaza Strip. The Government of Italy - since 2008 - will then total € 28 million’s contribution through the PEGASE Mechanism; the beneficiaries of the previous € 20 million were Vulnerable Palestinian Families, another PEGASE facility. PEGASE is fully in line with the priorities expressed by the Palestinian Authority in the Palestinian Reform and Development Plan and is open to contributions from donors wishing to channel funds to the Palestinian population.
