The project was designed to support the increase in the volume and quality of health workers, according to the priorities defined by the Government of Mozambique that was committed to deal with the shortage of human resources for the health sector (HRHS). It is articulated in two components: training and management of the HRHS. The intervention has a national dimension, and it is implemented in the provinces of Sofala and City of Maputo. The target group is the technical staff of the health sector, through the initial training activities for health workers, the continuous training for the work of technicians in service, qualification and professional development for the institutes of education teachers, activities aimed at retaining health professionals in the national health system. The project, designed to be held in three years,was extended to six years for several reasons. The activities plan is framed in the Annual Strategic State for Health Plans (PES). read more close

Main outcome

Health Staff increase and training capacity's strengthening. Project's objectives and goals are presented in the following paragraphs together with achievements and activities in progress. Goal: training of 60-80 university level, 350 mid-level and 100 basic-level health professionals. Accomplished: 686 health workers have been trained (623 mid-level and 63 basic); 478 students' training is on-going. Professional specialties: medicine, laboratory, pharmacy, psychiatry, nursing and pediatric nursing, obstetrics, radiology, preventive medicine etc.. 51 baccalaureate (three-year university training course) by scholarships: anesthesiology, hospital administration, clinical psychology, nursing, and other. A university level training course for anesthesiologists is on-going (grants for 30 participants). Goal: 4 syllabi updated. Accomplished: updated syllabi of the anesthesia training course (mid-level); the syllabus for the training of auxiliary services and HF administrative staff is being completed. By 2016 it will be done the new syllabus of the Occupational Medicine training course Objective: Reinforcement of the teaching capacities of the Health Science Training Institutes of Beira and Maputo, Health Training Centre of Nhamatanda and fieldwork tutors. Accomplished: 6 seminars and workshops for trainers and trainees, (mainly in pedagogy, in some cases, statistics, paediatrics) with 341 beneficiaries; activities' supervision, educational support, courses for secretaries. Goal: 6 HF selected for fieldwork strengthened in order to offer suitable conditions for the practical training of students and in-service training of the NHS staff. Accomplished: infrastructure's rehabilitation, renovation, expansion; vehicles' purchase, equipment and reagents purchased in behalf of students and teachers. Objective: Training Institutions strengthened technically and logistically (in particular, the three educational institutions directly supported by the Programme). Realized: operation research on the libraries' utilization, purchase of > 500 volumes, 10 WHO books' kits, 21 anatomical maps, lap-tops, PCs, projectors, data-show, DVD; library use supervision, financing "Jornadas Cientificas" (annual national meetings on health issues); rehabilitation and restructuring of kitchens and classrooms. Bus and vehicles purchased. Objective: Studies and research on staff training made and disseminated. Accomplished: a research on the subject of professional ethics taught in the mid and basic-level training courses. Objective: Enhancement of the Provincial HR Department DPS Sofala). Achieved: a graduated administrator for the Sofala Provincial Directorate was contracted by the Programme. Goals: About 120 HRH managers trained (Sofala and Maputo) and training program for managers made available. Not implemented because of a similar and concurrent program of Belgian cooperation. Supervisions made in Sofala. Goals: annual in-service training of 200 health professionals in the Sofala province. Accomplishments: training of 248 health staff in several technical areas. Objective: To work out and disseminate studies and research on issues relating to HRH management. Funded study carried out by the National Institute of Health: Accomplished: "Perception of health workers about the changes in personnel management resulted by decentralism" presented in the" XIV Jornadas de Saúde " of 2012. Study underway on the "Mass application for university training of health workers and retention in the work place, consequences and implications for the Health National System".

Beneficiaries

At least in theory, the whole Mozambican population is potentially benefited, provided that trained staff will be employed in all the country. Most trained health workers work in Maputo and Sofala (currently about 4M people at all, but still growing quickly because high ferility rate and urban immigration).

National Plan for the Development of Human Resources in Health (PNDRHS) 2008-2015 (Download)

It is the fourth HRH national strategic plan, which was implemented during the project's activities development. It is currently in its final year of implementation. The plan showed presented flaws, such as unrealistic financial projections, incomplete baseline information and a still centralized conception. In spite of it, its ambitious targets were substantially achieved. The plan was issued in 2006

Delays in the disbursement of the second year of the funds to be managed by the Ministry of Health (Mozambican Government) joined to the lengthy bureaucratic procedures of both countries for funds' availability and use

Activities were interrupted during about a year

Actions taken

Project conclusion was postponed in order to allow effective use of funds a and proper development of planned activities

Overlapping of the "Management" component with a similar project of the Belgian Cooperation focused on Human Resources for Health, that had previously allocated funds to the Government for the HRH managers’ training course.

The "Management" component was developed less than expected.

Actions taken

Funds aimed at strengthening health management capacities were reallocated on the following items: - An internal study related to the impact of decentralization on HRH management. - Purchasing of household utensils and other items for health professionals posted in peripheral health facilities (this procedure is used to improve motivation and retention of staff deployed in secluded areas. - Various activities related to the project's Training Component
