The agriculture component (AID 9465.01.3), managed by MAIL, has not yet achieved the expected results having since the beginning presented difficulties to be ascribed to institutional weakness and the poor capacity operating-management of the MAIL. Other donors have been also experiencing similar difficulties, in particular the British cooperation and the EU. The World Bank has restructured its projects and has developed an articulated sector study aimed at the reformulation of the entire package of agricultural programs, including the reform of MAIL. In addition, the PICU (Project Implementation and Coordination Unit), structure in charge for the management of MAIL projects and interface of SARD, was closed in the application of TMAF and of the Aid Management Policy contained in it, which provides for the abolition of parallel management structures. Therefore, it was decided with the counterparts that the project activities were not achievable, as initially defined in the first operational plan, and a revision of the agricultural component of the SARD program was necessary.

Delay in the realization of the activities for the agriculture component (AID 9465.01.3).

Actions taken

It was mutually agreed with MAIL to simplify the activity task, to focus the interventions in only two districts of the single province of Herat. Therefore MAIL proposed to use a bottom up model of intervention successfully used by FAO-MAIL in other areas of the country, defined “Extension system” and reformulated accordingly the original architecture of the agriculture component of SARD. This would guarantee to provide agricultural input, services and technical assistance to farmers with a relevant impact on the rural communities. The revised Project document was approved by the Steering Committee for the Development Cooperation of the Italian Ministry of Foreign Affairs and International Cooperation on 30th May 2014. This will allow to realize the agriculture activities and the support to the Common Interest Groups (CIG) in a more structured way and in line with the Government policy defined by the National Priority Program 2 (NPP-2). The assessment of the real needs of the small householders and agro-producers is on-going.

Ministry of Rural Rehabilitation and Development

This is referred to rural development component AID 9465.04.6 of SARD Program. It is managed by the Ministry of Rural Rehabilitation and Development (MRRD) through the technical assistance of UNDP for the implementation of the National Area-Based Development Programme (NABDP). This rural development component aims to improve income and social conditions of rural populations of the Western region. In November 2014 the foreseen 32 interventions for rural communities living in the Provinces of Herat, Farah and Badghis were completed. The constructed rural infrastructures consist of irrigation systems, wells, works for protection of the territory and cultivable areas, rural roads and bridges, micro hydro-power stations and income-generating activities for women. The total budget of Euro 2,500,000 allocated and disbursed, through UNDP, for the rural development component has been fully utilized.

Ministry of Agriculture, Irrigation and Livestock

The agriculture component of SARD programme (AID 9465.01.3) was financed through ex Art. 15 DPR 177/88 was revised and officially approved by the Steering Committee for the Development Cooperation of the Italian Ministry of Foreign Affairs on 30th May 2014. The agriculture component is subdivided in technical assistance and management (26%) carried out by FAO and procurement (74%) carried out by the Ministry of Agriculture, Irrigation and Livestock (MAIL). The total budget disbursed for the agriculture component is in the amount of Euro 1,250,000 out of a total budget allocated of Euro 2,500,000. The activities to be carried out in the Province of Herat just started. As a first activity, it is on-going a field assessment to find out the real needs of farmers (bottom up approach) and than a procurement process will be undertaken for the supply of agriculture input to beneficiaries.

Embassy of Italy

“Local Fund” Component AID 9465.03.5 was approved by the Steering Committee for the Development Cooperation of the Italian Ministry of Foreign Affairs and International Cooperation on 8th November 2010. The approved budget for this component was of Euro 735.000. In addition, on 10th December 2014 the above-mentioned Steering Committee approved an additional “Local Funds” in the amount of Euro 270.000,00 to support agricultural and agro-marketing activities, to monitor and technical assistance to programs of the agriculture and rural development cluster and to cover part of the running costs of the Development Cooperation offices in Kabul and Herat. The main activities carried out are the following: - Support to Department of Agriculture, Irrigation and Livestock (DAIL) for the management and maintenance activities of two Serjungal and Urdo-Bagh nurseries at Herat. The two nurseries have approximately 200,000 plants of different indigenous species for reforestation, such as acacia, ash, arghawan, service tree, mulberry, pine, poplar, cedar, willow; and approximately 50.000 shell fruit trees. - Reforestation of 6 hectares. Approximately 4,000 saplings of acacia, ash and service tree planted to prevent soil erosion, irrigation scheme constructed and community training provided. - Support to the Herat Livestock Development Union of Cooperatives for the improvement of the quality and quantity of their milk-dairy products and marketing.

Italian Ministry of Foreign Affairs and International Cooperation

“Expertise Funds” AID 9465.02.4. This SARD component is aimed at supporting two professional positions as a Program Coordinator and an Administrator within the Office for Development Cooperation of the Italian Embassy in Kabul. The two technicians are in charge to monitor to provide technical assistance and to support the correct implementation of all components of the SARD Program and more in general for the monitoring of the programs within the agriculture and rural development sector financed by the Italian Government. This fund had an initial disbursement in 2011 of Euro 465,000. Due to subsequent refinancing, to date the total amount is Euro 825,000. The made available resources had so far ensured the proper realization of the activities foreseen by Operational Plans for the agricultural and rural development sector. The “Expertise funds”, jointly with the “Local funds”, contributed also to buffering the implementation delays of the SARD agricultural component (AID 9465.01.3) funded through ex Art. 15 DPR 177/88. The work included analysis of reports, project proposals, meetings with counterparts, supervision and monitoring to projects, coordination between donors and counterparts to harmonize international interventions with the strategies of the Afghan Government. This is in the context of the definition and implementation of the Afghanistan National Development Strategy and the National Priority Programs (NPP) concerning the overall sector of agriculture and rural development.
