The programme aims at contributing to the achievement of the MDGs, in particular G8 through capacity building for local development actors at the regional level. The programme is based on a partnership with the Ministry of Local Governance, Development and Territory Planning (MGLDAT) and intervenes in those regions where the Italian cooperation system is present. CIDEL aims at strengthening the process of local development as a method of ownership and self-government of development initiatives and at harmonizing the intervention of Italian decentralized cooperation in Senegal, promoting a strategy of territorial priorities defined by DGCS. In particular, the initiative aims at supporting the Senegalese Regions as intermediate actors of planning and strategic vision of an integrated territorial development, through the transfer of know-how in favor of the Regional Development Agencies (ARD) and local communities. Suppression of the Executing Agency initially identified in the Direction of Decentralized Cooperation (DIRCOD) and several ministerial reshuffles which contributed to instability in the management of activities.

The program, with a period of execution of two years had to end the month of August 2013 and has suffered severe slowdowns of starting and running. Need for a prolongation.

Actions taken

The delay in the execution of the activities was generated by institutional changes following the presidential and legislative elections in April 2012 and which created the need to review the constituting acts of the program. Consequently, in May 2012 the DIRCOD was abolished. Since the DIRCORD figured in the Agreement and the technical annex of the program, a long process of revising was necessary in order to stabilize the new institutional architecture and define a new executing agency. In this period several meetings took place to accompany the Senegalese partners in the identification of the new executing agency. The new executing agency, the Cellule de Planification et d'Evaluation Technique des Programmes et Projets was appointed in August 2012. The process of changing the instruments of incorporation of the program has also required a complex procedure between the Ministry of Local Authorities and the Ministry of Foreign Affairs, after which, on December 5, 2012, was established a National Steering Committee (CNP). Taking in consideration of this situation on November 2013 there has been a review and rationalization of the components of the Project. A new CNP organized during the month of December 2013 has validated the new programming and gave followed the official request made by the Minister of Economy and Finance of Senegal on 25 November 2013, in which it is officially requested the first extension of the period of execution of the project to 31 December 2014.
