The project concerns the granting of a financial contribution to the Lebanese government to support the social development strategy of the Ministry of Social Affairs (MOSA). This initiative which will be managed directly by MOSA, is divided into two main integrated components with a common goal that is to reinforce the public interventions in support of local socio-economical development. In particular it aims to strength the Social Development Centers (SDC), the decentralized structures of MOSA, in their technical capacities and therefore to improve the social, paramedical and psychosocial services provided at local level and at central level to reinforce MOSÀs strategy for the provision of social services. The second component concerns the reinforcement of the Social Development Fund managed by MOSA. Through the proposed initiative, other than providing additional resources to the Fund, evaluation procedures, monitoring and the management tools for the projects submitted within the Fund will be enhanced, thus giving the MOSA the updated instruments to manage public funds. Mechanisms of cooperation with other actors (private sector, decentralized cooperation, the Lebanese Diaspora…) will be supported. Beneficiaries

The direct beneficiaries are: - The Social Development Department and the district departments of MOSA (more than 100 civil servants); - Staff of the selected SDCs (almost 100 officers); - Local communities taking benefit from the community social development projects financed by this initiative (estimating - a minimum of- 30 projects reaching a total of potential population of around 30.000 persons); - Detained women, their children and families. The indirect beneficiaries of the initiative are the rural and urban communities served by the SDCs.
