The project aims at promoting the economic development of the region of Matam, Senegal, through the introduction of some applications of renewable energy, particularly solar, thermal and photovoltaic. The project activities are implemented along three main axes: i) stimulation of the productive sector by encouraging the creation of micro-enterprises in the field of agriculture, production and services that would use renewable energy applications to increase or improve their production; ii) promotion of rural electrification through renewable energies, by developing eco-systemic services to the benefit of villages, public and community structure; iii) sustainability of the intervention by improving the offer of the technical and specialized training in the area. The project intervenes in favor of: the female population, the young population (under 20 years), the rural active one, the economic interest groups (GIE) active in the areas of project and based in the departments of Matam and Kanel and the 3 professional technical training centers (Matam, Waoundé, Ourssogui). The project started in March 2012 will end in May 2015 and counts among local counterparts the NGO Sahel 3000 and the Senegalese Institute of Agricultural Research (ISRA) and among the associates to the project the Union Rural des Mutuelles d'Epargne et de Crédit du Sénégal (URMECS). 600 people including students and teachers of 3 CFTP (Training Centers), of which 60% are women; 360 family of 90 members (including 45 women) of six micro-pilot enterprises; 700 family members of about twenty new micro production; 400 family of about 100 farmers; 12,000 people served by drinking water (8 villages of about 1,500 inhabitants each); 5,000 students who will have electric light in schools; 20,000 people made aware on the issue of environmental protection and the use of renewable energies.

The instability of the Sahel region, radiating from Mali following the coup d’état of March 2012 and the offensive of the Tuareg and the Islamists in December 2012, made it necessary, in February 2013, to evacuate expatriate personnel for reasons of security to the capital and makes it impossible for them to organize long-term missions in the area of intervention of the project (by order of the Italian Embassy in Senegal).

Delay in the implementation of some project activities especially on the second year of the project and the need to review some of the activities

Actions taken

Request for a two-month extension to the first year of the project in order to allow an adequate course of the activities. Revision with the representative of the Ministry of Foreign Affairs of some project activities. Reshaping of activities and strengthening of the local team structuring deeply functions

During the first year of the project, the expert of microenterprise of ACRA and the technical partner ENEA, analyzed the Solar Cooling component scheduled for the third year of the project. This technology, according to the technical note of ENEA, has not proved to be suitable and appropriate to the local context of Matam; given the high technological sophistication and know-how necessary for its operation and maintenance it appeared that the technical skills currently available in the area would not have been sufficient. In addition, the deeper economic analysis that could be implemented once the project was underway demonstrated that the demand for storage in a cold room was less than expected as the production (mainly vegetables) is mostly for self-consumption and it quickly finds its way into local markets.

Although the solar cooling activity was scheduled for the third year this consideration has also had implications for the design and development of the social enterprise (other project activity) which should, according to the project document, manage that facility.

Actions taken

Two amendements to integrate these elements were presented and approved for the second and third of the project. They included the identification and sector of activity (solar) and the reorganization of the structure of the social enterprise, that was redefined as a group of local solar technicians.
