The Programme aims to establish an integrated model of development in the Governorate of Fayoum, whose data, information and evidence can be used by the National Council for Childhood and Motherhood (NCCM) for the identification and formulation of appropriate strategies to implement the National Action Plan (NAP) for children at the local level. The Programme has two components (central and local) and promotes a “bottom - up” approach. At the local level (Fayoum Governorate), the Programme envisages an empowerment action to improve the socio-economic conditions of selected families and reduce practices and phenomena such as female genital mutilations, child marriages, school drop-out, child labour, non registration at birth, and maternal and infant malnutrition. Micro-credits to selected families are included among the activities. At the central level, the experience gained will give rise to indications and guidelines to be taken into account by NCCM when implementing the NAP in other parts of the country. Furthermore, NCCM, with the support of the programme, will refine its capacity to monitor and evaluate ongoing projects dedicated to the protection and promotion of children's rights, as well as its institutional ability to formulate and elaborate local action plans, in coordination with other relevant ministries (Social Solidarity, Health and Population, Education, Interior, Local Development). read more close

Main outcome

The child rights framework in Egypt has been strengthened at both central and local institutional levels, and families in the Governorate of Fayoum have been socially and economically empowered.

Beneficiaries

The National Council for Childhood and Motherhood (NCCM) will be the beneficiary of the programme's institutional component, both at the central and at the local level. In fact NCCM will formulate, monitor and evaluate the National Action Plan (NAP) for children, both nationally and locally. It is expected the direct involvement of officials for the management of the database and for capacity building activities regarding the NAP. The Fayoum Governorate will be another beneficiary to the extent that the programme will support it in defining the social policies to be applied in its territory. The most vulnerable families and their children will be the beneficiaries from the point of view of the policies, services and initiatives of micro credit to be implemented. Before the field assessment, it will not be possible to exactly determine how many children can be reached by the services in the 50 selected villages. However, it might be consider that, on average, in a village of 10,000 inhabitants, 33 percent of the population is below the age of 14 years. 12 Civil Society Organizations (CSOs) and their staff will also be direct beneficiaries, as recipients of initiatives aiming to strengthen the provision of services at the local level.

The expected National Action Plan (NAP) for children, that should have been finalised before the project started, is not defined nor published yet.

The survey to be conducted in Fayoum Governorate could not contribute to the monitoring of the NAP as foreseen in the first expected result of the project.

Actions taken

The original project document and its related budget are undergoing a joint revision process, especially reconsidering the role of the National Action Plan (NAP) for children, which is currently being formulated by the Egyptian Government, among the project's objectives and activities' results.

Main political, socio-cultural and economic changes occurred in Egypt since January 2011. Consequently, some changes intervened at the National Council for Childhood and Motherhood (NCCM)'s central level. The NCCM is in fact currently under the authority of the Ministry of Health and Population, instead of its former status of being under the authority of the presidential cabinet. Furthermore, thanks to the conclusion of the project “Egypt Fit for Children”, some new NCCM units have been created and staffed with human resources who can now deal with research, database management, monitoring and evaluation, policy and planning.

The implementation of the project's activities as they were conceived in the original project document would be inefficient, since the structure and capacities of the National Council for Childhood and Motherhood (NCCM) changed drastically since January 2011.

Actions taken

The original project document and its related budget are undergoing a joint revision process, in particular taking into account the need for intensive capacity building to be carried out on-the-job, addressed to the National Council for Childhood and Motherhood (NCCM)'s personnel who will play a crucial role in monitoring and tracking the database and information to be incorporated into the development of the National Action Plan (NAP).
