The AGP is the main government programme to address agricultural growth in Ethiopia. Beside Italy the financial contribution to the programme is provided by the Government of Ethiopia, World Bank, EU, USAID, Canada, Netherland, Spain, UNDP, FAO. The Development Objective is to increase agricultural productivity and market access for key crop and livestock products in 96 districts (woredas) with increased participation of women and youth. Limited awareness and capacity to implement World Bank’s procurement procedures at local level (regional, woreda, zone and kebele offices of the Ministry of Agriculture, which are responsible for implementation of construction works), and therefore mistakes in the preparation of bidding documents for procurement of goods and services, especially related to the construction of irrigation schemes.

The World Bank required rebidding for several bids, hence causing delays in the construction of infrastructures.

Actions taken

Following the Mid-Term review of June 2014, Development Partners suggested that the AGP Federal coordination unit organize trainings on procurement procedures for local offices, as well as to consider parallel funding (not to comply with World Bank’s procurement procedures) for the procurement of goods and services mainly provided by State-run suppliers.
