The National Solidarity Program (NSP) is widely considered as the flagship program for the rural development in Afghanistan. It is a program designed and implemented by the Ministry of Rural Rehabilitation Development (MRRD) in close collaboration with the World Bank. The Program is strengthening local governance in Afghanistan in order to improve the access of rural communities to social and productive infrastructure and services by channeling resources to democratically-elected Community Development Councils (CDCs) and building the capacity of CDCs to facilitate community level investments. The importance of rural development has been affirmed in the document named “Realizing Self-Reliance” presented by the Government of Islamic Republic of Afghanistan (GoIRA) during the last London Conference as well as in the Afghanistan National Development Strategy (ANDS) and in the Tokyo Mutual Accountability Framework (TMAF). The program is at its third phase (NSP III) and it aims to disburse a first BG to the communities uncovered during the phase I and II (around 17.000), adding a second BG for all the communities who have successfully completed the activities funded with the first BG. The projects realized so far with the Italian grant are 112 involving around 90.000 individuals and 17.000 families. The NSP in general is paying attention to the vulnerable people as women, IDPs, small ethnic groups through an inclusive participation system in the CDCs election and during the implementation of project activities. All NSP projects are small-scale rural infrastructures with a very low environmental and social impact (irrigation schemes, boreholes, micro hydro-power plant, tertiary road ….). Some projects ‘activities have been stopped or delayed
Projects ‘activities carry on with the High Risk Area Implementation Strategy (HRAIS) which foreseen that in case of impossibility for the Facilitating Partners (NGOs or CBOs both local and international) or for the private companies to access to in the districts in order to support the beneficiaries during the action, the communities by themselves will take full responsibility for all the implementation and maintenance of the project. In case of any failure from some communities to respect this agreement the NSP will stop the funds.
