On March 6th, 2013, the Governments of Italy and Myanmar signed two Agreements regarding Myanmar debt relief, for an oustanding amount of 4,87 milion euros. The former provided the cancellation of Myanmar debt towards Italy for an amount of EUR 2.43.462,28; the latter established to convert into development projects a share of Myanmar debt equal to EUR 2.431.811.82. The development project financeable through the Debt Swap Agreement will be focused in the poorest areas of Myanmar and in key priority sectors such as rural development, agriculture, health, education and environment. To facilitate the Debt Swap Agreement implementation, DGCS approved two technical assistance grant initiatives. The first one, for a total amount of EUR 251.863 is managed directly by the Embassy of Italy in Yangon and DGCS itself; while the second one foresees a EUR 137.212 funding to the United Nations Office for Projects and Services (UNOPS) in Myanmar. In accordance to the debt swap agreement, activities as the technical assessment of the proposal and the actual monitoring of the funded projects are entrusted to UNOPS. read more close

Beneficiaries

Beneficiaries are the Myanmar population benefiting from the projects funded by both the Cancellation and the Debt Swap Agreement. Moreover, DGCS and UNOPS technical assistances will strenghten the capacities of the Myanmar Ministry of Finance to manage complex programme and transparent procurement procedures such as awarding fundings trough a call for proposal mechanism.

An expert fund has been established in order to ensure the italian technical assistance. In 2014 DGCS selected an external expert as project manager of the Italian technical assistance initiative.

UNOPS

This part is referred to the expenses borne by UNOPS in providing its advisory services for the implementation of the Debt Swap Programme. To this end a tripartite Memorandum of Understanding was signed by Italy, Myanmar and UNOPS on January 30th 2015 setting out terms and conditions under which UNOPS shall provide services and activities. Among others, the following tasks are entrusted to UNOPS: - Providing Myanmar Ministry of Finance with technical assistance for the preparation and launching of the official advertisement for presentation and selection of projects; - Carrying out the Technical Assessment of the project proposals; - Providing MOF with adequate assistance for project disbursement and implementation start; - Evaluating the six months project reports submitted by the implementation entities - Evaluating the final reports as well as the project technical-financial reports submitted by the implementing entities. - Ensuring project monitoring, including field visits

Ministry of Finance of Myanmar

The resources related to the Cancellation Agreement were used by the Government of Myanmar to finance two infrastructure projects, namely: - Supply Bitumen Matric ton - 3000 for building roads and bridges for development in Wa Region - Rural Housing in Rakhine State

Ministry of Finance of Myanmar

The resources related to the Debt Swap Agreement will be used to finance development projects in Myanmar. Projects will be selected through a call for proposal jointly managed by the Ministry of Finance and the Embassy of Italy in Yangon. Eligible entities are Myanmar national and local Authorities, Myanmar Civil Society Organizations and Community Based Organizations as well as Italian NGOs active in Myanmar. UNOPS will carry out the technical assessment of the proposals.

Italian Embassy in Yangon

This is referred to the local fund active at the Embassy of Italy in Yangon established with the aim of complementing the expert fund. Starting march 2015 a junior expert has been hired on short term by the Embassy to assist the project manager.
