Five provinces of the South-Central region of Vietnam, including Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan and Binh Thuan provinces.
Only 20-30% of total rainfall in Vietnam takes place in the dry season that lasts 7-8 months, while remaining 70-80% occurs during the rainy season that lasts 4-5 months. Such unfavourable distribution of water generally causes situations of drought during the dry season and heavy flooding during the rainy season with many difficulties for the life of the population and for industries. The initiative builds on the experience gained during the first phase and aims at reducing the vulnerability of local populations to flooding by improving Vietnam’s flood forecasting and warning system. The capacity to collect, transmit and process hydro-meteorological data as well as the capacity to respond quickly to emergencies will be enhanced through the supply and installation of equipment for 114 automatic stations and for 4 centres for data management, forecast and warnings at the provincial, regional and national level. The initiative is managed by the Ministry of Natural Resources and Environment through a Project Management Unit established at the National Hydro-Meteorological Service. The South Central Hydro-Meteorological Regional Centre will be the direct beneficiary of the project. The centre will be responsible of managing all the results of the project in order to produce hydro-meteorological forecasts and carry out basic analysis. The project area consists of 5 provinces (Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan and Binh Thuan) and covers about 26,960 km2, accounting for 8.19% of the total area of Vietnam. About 5.41 million people living in these provinces (6.28% of the total population of Vietnam) will indirectly benefit from the initiative.
